Change Content-Disposition from "inline" to "attachment" in response header for report exported to Text output format.

      When an issue is open, the "Fix Version/s" field conveys a target, not necessarily a commitment. When an issue is closed, the "Fix Version/s" field conveys the version that the issue was fixed in.

      Description

      When exporting the report to "Text" having the mimeType as "text/plain" the report will always be rendered within the browser.
      We have settings available in few browsers like FireFox and IE to download the text report output.

      There are no settings available for Chrome browser. When the report is exported to "Text", the Content-Disposition in the Response Header is always "inline".
      Right-Clicking on the report and trying to save will get the entire page saved as a "Webpage" instead of just the .txt report. To get the Text report exported we need to have the Content-Disposition set the "attachment" on Chrome browser.

      So we would like to have the Content-Disposition set to "attachment" instead of "inline" when the report is exported to Text(text/plain)
