Libformula FIXED function returns wrong result when 3rd parameter is set

      Description

      The libformula FIXED function returns the wrong result if the third parameter is provided.  When the third parameter is provided, the function always rounds to 3 decimal points instead of the number of decimal specified.

      The value for the third parameter is also reversed from what it should be.  FALSE for the third parameter should include the grouping character and TRUE should omit the grouping character.

      For example FIXED(1192.8876,1,TRUE()) will result in 1,192.888 when it should result in 1192.9.

      The function FIXED(1192.8876,1) returns the correct result of 1192.9.
