Change the defaults for "Reset to default value on invalid selection" and "Use first value if default value or formula results in NA" settings to be 'enabled' instead of 'disabled'

      When an issue is open, the "Fix Version/s" field conveys a target, not necessarily a commitment. When an issue is closed, the "Fix Version/s" field conveys the version that the issue was fixed in.

      Description

      Cascading Parameters retain previously selected values even after changing the current selection.

      This is intentional, partly because the report-viewer does not know about the relationships between parameters.

      There are settings on the parameter dialog that one can use to control what happens:
      If a value in a prompt is no longer valid in the context, the designer allows for one of the following:
      a) keep it and complain (default)
      b) clear it and use the default value ("reset to default value on invalid selection")
      c) look at the available values and choose the first one ("Use first value if default value or formula results in NA")

      The default setting should be to verify the contents in the linked prompts so that the user is not left with prompt values that aren't sensible.

      In other words, the default values for "Reset to default value on invalid selection" and "Use first value if default value or formula results in NA" settings should be set as enabled instead of disabled
