PGBulkLoader fail to load data due to encoding issue

      When an issue is open, the "Fix Version/s" field conveys a target, not necessarily a commitment. When an issue is closed, the "Fix Version/s" field conveys the version that the issue was fixed in.

      Description

      On the OS which has default character set other than UTF8, PGBulkloader may throw error of encoding issue.

      The root cause is that PDI use OS default character set to encoding string, but it may different from PostgreSQL client encoding.

      A work around is to adding encoding parameters when starting PDI, but it is more convenience to match PostgreSQL client encoding automatically.
