When Scheduling (or Run in Background) from PUC or Spoon: List of parameters should show the same information as in Spoon (default values, description)

      When an issue is open, the "Fix Version/s" field conveys a target, not necessarily a commitment. When an issue is closed, the "Fix Version/s" field conveys the version that the issue was fixed in.

      Description

      When you Execute a job or transformation within Spoon, you get the default values for parameters and also the description.

      When you Schedule a job or transformation within Spoon, you get the default values for parameters (missing description).

      When you Schedule (or Run in Background) a job or transformation within PUC, you get no default values for parameters nor the description. (actually there is a bug in PUC, that prevents parameters from working correctly, see BISERVER-13608)

      We need to be consistent here and should provide all the parameter information (default values and description) in PUC and in the Spoon scheduler.
