File encoding setting for INI files in Property Step are ignored

      When an issue is open, the "Fix Version/s" field conveys a target, not necessarily a commitment. When an issue is closed, the "Fix Version/s" field conveys the version that the issue was fixed in.

      Description

      I encountered this bug because I have a INI file with German Umlauts (ä, ö, ü). These Umlauts didn't get loaded properly so I tried to change the file encoding setting in the property input step. This didn't help. So I tried some things and am now sure that the file encoding setting is ignored, at least for INI files.
