Allow sub reports to be placed anywhere on a report rather than just at the end of a root band.

This will allow us to place charts and table output side by side.

In most cases, report designers want the following elements side by side:

- data in a multiple tables from different sources
- data in a table and a chart
- data in a table and a image
- data in a chart and another chart
